Mig, user & admin

Mig,admin & user all three are connected with each other & We know that they are not liable to be broken but the question arise that which one is the vital in all 3. Without an user can we think about mig? Perhaps "NO". And we all admins have to understand this fact. Then only without being proudy we can do our work. And this don't means that the user don't follow the rule of mig and abuse us. In my view there are about 10% user which are bad.And they must be punish. So it is better that without having any discrimination we do our work. And understand the importance of user. This only will make us a good admin and like this we will be able to creat a healthy enviroment in mig.
